Fiscal Year 2009 Activity Report

In fiscal year 2009, the Japan Sanitation Consortium (JSC) conducted the following activities:

  1. JSC 1st Steering Committee Meeting
    The 1st meeting of JSC Steering Committee was held on 16 October 2009. The terms of reference were discussed and the designation of the director, vice-director and activities were approved, as well as the Fiscal Year 2010 Business Plan.
  2. Participation in Planning of Conferences and Seminars on Sanitation (Knowledge Diffusion, Information Sharing and Networking)
    1. Follow-up Conference of the International Year of Sanitation
      The Follow-up Conference of the International Year of Sanitation was held in Tokyo on 26-27 January 2010, at the Elizabeth Rose International Conference Room of the United Nations University. JSC collaborated in the organization of the session 2 ("Optimizing sanitation technology - Ways to select the most suitable sanitation technology tailored to local conditions") and the field tour organized a day before the conference (25 January).
    2. Japan-Indonesia Seminar on Sewerage and Water Environmental Issues
      JSC participated at the Japan-Indonesia Seminar on Sewerage and Water Environmental Issues, which was jointly organized by the government of Japan and the Government of Indonesia, and held in Jakarta, Indonesia, on 23 February 2010. JSC gave a lecture on decentralized and centralized (sewerage) wastewater treatment.
    3. Participation at the IWA (International Water Association) International Conference in Surabaya, Indonesia
      At the IWA Conference for Decentralized Wastewater Treatment Solution in Developing Countries (DEWATS) organized in Surabaya (Indonesia), JSC gave a presentation on the decentralized wastewater treatment systems used in Japan (i.e., johkasou and night soil/sludge collection and treatment systems).
  3. Country Surveys (Information Gathering and Networking)
    1. Surveys Missions in Indonesia
      JSC conducted three survey missions to assess current sanitation conditions in Indonesia: from 30 November to 5 December 2009; 22 to 27 February 2010; and 23 to 26 March 2010. JSC members met some of the key people involved in the sanitation sector in the central government of Indonesia in Jakarta, and local governments of Surabaya and Denpasar cities. The JSC team also met international donor organizations such as JICA, ADB and the World Bank - Water and Sanitation Program (WSP), and conducted field inspections.
  4. Other Assistance Activities
    1. Assistance for Projects Entrusted to JSC Four-Member Organizations
      JSC collaborated in the workshop on “Capacity Building of the Responsible Authority for Better Night Soil Disposal Systems in Asia”, hosted by the Japan Environmental Sanitation Center (JSC member organization) for the Ministry of the Environment (MOE).
      From 8 to 19 March 2010, JSC staff participated in the training course for sanitation engineers.

Fiscal Year 2010 Business Plan

To contribute to sanitation improvement in the Asia-Pacific region, through the Asia-Pacific Water Forum (APWF)'s Knowledge Hub activities, the business plan of the Japan Sanitation Consortium (JSC) for fiscal year 2010 is as follows:

  1. Preparation of a Sanitation Database (Information Gathering)
    To fulfill its function as a Knowledge Hub, JSC will gather information and data on sanitation for the Asia-Pacific region and will prepare a database on systems, management and technologies in this field. JSC webpage will also be completed.
  2. Creation and Expansion of Network (Networking)
    To promote the awareness and utilization of our Knowledge Hub, JSC will look for organizations or institutions related to sanitation in the Asia-Pacific region, and expand its network.
  3. Execution of Country Surveys (Information Gathering)
    Continuously from fiscal year 2009, JSC will conduct new country surveys in Indonesia and other countries in the Asia-Pacific, to suggest ways to develop sanitation through institutional organization, financing, management methods. Through collaboration with Indonesia, JSC will propose various technologies/systems and solutions to support the ongoing five-year plan (2010-2014).
  4. Implementation of Entrusted Projects (Support from International Donor Organizations)
    JSC will offer assistance to projects supported by international donor organizations, such as JICA and ADB. As well as in fiscal year 2009, JSC will also provide support to its four-member organizations for their entrusted projects.
    Continuously from fiscal year 2009, JSC plans to support the Japan Environmental Sanitation Center (JESC) for the workshop on sanitation that includes night soil treatment (2 weeks duration).
  5. Launch of the Sanitation Knowledge Hub
    With a focus on the country survey missions conducted in Indonesia, JSC plans to organize a seminar on sanitation and officially launch its activities at the unveiling ceremony.
